The Aero effect of Windows 7 and Windows Vista can only be activated if your PC meets the minimum system requirements. Those computers, which have low-end graphic cards or have no graphic cards at all, cannot enjoy aero glass effect. Further, Aero effect is not available in Windows 7 home Basic and Windows Vista home Basic editions.

But if you are using Windows 7 home Basic or Windows Vista home Basic edition and having low-end graphic cards or no graphic cards, then too you can enjoy the Aero glass effect. A tiny utility named as Aero Enabler lets you enjoy the Aero Glass Effect on your Windows Vista or Windows 7 PC irrespective of Windows edition or hardware requirements. Basically, Aero Enabler disables the hardware check and forcefully enables the Aero Glass effect for you.
